The record

Asilomar refers to the 1975 conference at a California conference ground where molecular biologists did something almost unprecedented: they paused their own most exciting new technique to decide how to govern it. Having learned to splice genes across species with recombinant DNA, and worried about unknown biohazards, Paul Berg and colleagues first called a voluntary moratorium, then convened to draft safety guidelines under which the work could resume. Praised as a model of scientific self-regulation and criticized for narrowing the debate to technical safety, Asilomar nonetheless set an enduring template — invoked in every later argument over genetic engineering, gene drives, AI, and how a field should govern a power it has just acquired.
